Minutes Of Board Of Directors Meeting – September 12, 2010
Place: 59 Meadowland Drive (Renee Musetti’s house)
Present:Ed Skelly, Amy Makarewicz, Bob Bischoff, Carol Ohlandt and Renee Musetti
The meeting was opened at 10:15 a.m. by the President of the Board, Ed Skelly
This meeting was held primarily for the purpose of developing the 2010 Budget. No Committee reports were presented.
Projected expenses for 2011 were discussed and set during the course of the meeting, and the 2011 budget was finalized and approved. It will be presented to property owners by Bob Bischoff during the 2011 Annual Meeting.
Based on projected expenses and current assets, it was decided that the annual dues for 2011 will remain at $250 per lot per year. The Annual Dues letter will reflect this information and will also ask property owners to renew their contact information (name, address, phone number, email) so that they can be reached in the case of an emergency or special circumstance. The information will be limited to Board records and will not be sent to the general population.
In addition to the Budget, two new pieces of business were also discussed.
New Business
A complaint letter was received by a property owner regarding a nuisance being created by another property owner’s dog. It was requested that the Board send a letter, but then the complaining property owner withdrew that request, since the problem seemed to be easing up. The Board will take no action unless it receives a renewed complaint.
The Board also decided to set up a payment plan for another property owner to help them pay off an amount owed to the Association. Amy will write a letter detailing the payment plan.

In light of the progression of gas drilling in our area (two wells within relative close proximity to Beaver Lake), Pocono Laboratories has again been engaged by the BLPOA Board to test the lake waters. The package selected for the lake is #2 on the attached list of available testing packages.
Testing is scheduled for Thursday September 2, 2010. Any homeowner who wishes to have their personal water supply tested at that time should contact CAROL OHLANDT at 570-224-4535 or by e-mail at cohlandt@hotmail.com no later than Monday August 23, 2010. If you leave a message or e-mail, please include your name, house address and phone number. This information will then be provided to Pocono Labs who will confirm with you directly your choice of package and scheduled time on the testing date.
In addition to the cost of the testing package as indicated on the attachment, there is a $250 travel expense fee. This fee will be divided among the number of homeowners who sign up for testing. Examples: If 10 homeowners sign up, add $25 to the cost of the selected testing package; if 5 homeowners sign up, add $50 to the cost of the selected testing package.
NOTE: Payment for the testing and travel fee is expected at the time of testing by check, cash (exact amount) or credit card. Homeowners must be on site on the day of testing or provide access to their home.
This notice is being posted on the Beach Bulletin Boards and is being circulated to those homeowners for whom I have e-mail addresses. I will reach out to as many others by phone as I can - but please mention the availability of testing to your neighbors.

Minutes Of BLPOA Annual Meeting – May 29, 2010
Place: Unity Grange, Damascus, PA Time: 12:05 p.m.
The Annual Meeting of the BLPOA was opened at 12:05 p.m. by the President of the Board, Ed Skelly
After the Pledge Of Allegiance, the Board Members were introduced
Roll Call was taken by Renee Musetti
Ed Skelly informed property owners that only two applicants had notified the Board of their interest in running for the two Board seats up for election this year. Property owners present elected by affirmation both Carol Ohlandt and Bud Mullaney to the Board.
COMMITTEE REPORTS
Treasurer: Bob Bischoff presented the financial balances and made available to interested property owners the annual financial report. Two property owners (Meade and Altman) remain in arrears for the 2010 annual dues. Bob Bischoff informed property owners of the formation of the Dam contingency fund.
Roads: Road repairs and the recrowning of the curves on both the North and South side roads have been completed. The first application of dust control has been applied. Property owners were asked to cooperate with the 15 MPH speed limit.
Dam: The DEP inspection report included a commendation for the high level of maintenance of the Dam.
Legal: The Association is continuing the lien against Mr. Altman for the past 3 years’ annual dues and late fees.
Lake & Beach: Cutting of the grass on the beach has commenced. Two new boat racks have been built. 250 feet of new fencing has been installed. Volunteers are needed to weed whack near the North Side Entrance and flower basket. Carolyn Bischoff and Stoeps Nerz were thanked for planting flowers in the barrels at the North and South entrances.
Open discussion:
When asked by Tom Nalick to clarify the Board’s position on gas leases within the Community, Ed Skelly noted that the Covenant prohibits commercial use of the properties, and the Board considers the leases to be an example of commercial usage.
Mary Mullaney inquired as to whether individual property owners can contract to have their driveways sprayed for dust control. It was noted that interested owners may be able to coordinate with our vendor during the next dust control application, at their own expense. Bill Chappell commended the Board for keeping the annual dues low and for setting up the Dam contingency fund. Sal Conforto registered a complaint that the UPS and Federal Express drivers are speeding on Community roads, and made the suggestion that speed bumps be installed. A discussion ensued in which it was noted that speed bumps require maintenance, and proper signage must be placed alerting drivers of the bumps, in order to avoid liability issues. It was suggested that additional investigation should be conducted and, in the meantime, letters will be sent to UPS, Federal Express and Waste Management notifying these companies of their drivers’ speeding habits. Property owners were also asked to speak to their guests and contractors about keeping their speed under control. Regina McGuinness inquired about the test well being installed on Chicopee Road; preparation of the site has already begun. Tom Nalick noted that it appears that the incidence of unauthorized persons on the Lake has been successfully curtailed in the past couple of years.

The meeting was opened at 10:10 a.m. by the President of the Board, Ed Skelly
COMMITTEE REPORTS
Treasurer:Bob Bischoff presented Board Members with a handout of finances that will be available to property owners at the Annual Meeting immediately following this meeting. Two property owners (Altman and Meade) are currently in arrears for 2010 annual dues. Per previous Board decision, a contingency fund for the Dam has been set up and $2,000 each year will be added to the fund. Treasurer’s report accepted.
Recording Secretary: A Welcome Kit has been developed and will be given to each new family, beginning with the Annual Meeting. Report accepted. Legal:The lien against Mr. Altman’s house continues and will be activated if and when his house sells. Report accepted
Beach & Lake: Lifelines on the North side dock have been replaced, and the South side dock lines will be checked. Docks are being continually cleaned to remove geese droppings A test well is being drilled at the end of Chicopee by 191; the Lake will be tested after the well is drilled, and government DEP inspectors will be involved. The bulletin board on the South side has been straightened and stabilized. The weeds at the South entrance have been weed whacked. Report accepted.
Roads:Repairs have been completed and curves recrowned on both the North and South side roads. First application of dust control completed. The problem of speeding on the roads has become increasingly worse and both signs and speed bumps are being considered. Report accepted.
Dam:Dam inspection report has been completed, and the DEP has sent a letter to the Board commending its high level of maintenance of the Dam. The spillway will be painted during the next spell of dry weather. The dam has already been weed whacked. The toe drains will be sprayed and highlighted at the end of the Summer. Report accepted.
New Business: Two Board seats (Ott and Mullaney) are up for election this year, and two candidates (Bud Mullaney and Carol Ohlandt) have notified the Board of their interest in running for the open seats. The Board has approved a new culvert on Tom Nalick’s property and, according to policy, the Association will pay half and the property owner will pay the remaining half.
